I have a very serious question about what can a woman tell her soon to be ex boyfriend that the relationship is finally over but he doesn't believe it is and refuses to move on and it's really affecting my mental health to no end.

Make it clear that this is the end, block him on social media and phone, then move on. He’ll get it when he can’t contact you. Also consider talking to a therapist - breakups are always hard no matter the situation.
